So about the killing. HEROS dont kill. Hawks is a "hero" but is actually just a trained agent for the government, he just uses the hero persona as a cover up. So Hawks pretty much a gun for the government and he goes and kills when he is told. But other than that, hero like Endeavor, All Might they dont kill. thats why AFO was teasing All Might in their fight saying "You here to kill me again All Might". And Yes AFO can be killed, it would just take a lot of power to do so.

Apparently I've heard that they did try to kill All For One when he was captured and they couldn't. Or that they weren't able to find a way that would work because they don't know what quirks he had. I'm not sure about the specifics
Well they do have death row as Moon Fish was on death row, but the process can take awhile like in real life as well. So due process in order. AFO didn't resist arrest after fight with All Might. He was in process of sentencing while in prison.

As for Touya's animosity towards Endeavor,

Remember how excited and happy Touya looked in the flashback when he ask Endeavor to teach him his ultimate move(?) like he promised.
Now image, once Shoto is born, Touya at the age of ….8, 9, or 10 years old, Endeavor's like, Touya, nevermind, you're not my special little guy anymore, you' don't have what it takes to accomplish this goal we've been working towards these past few years.
Go play with you're other 2 siblings while I spend the time that I used to spend with you, I'll spend now with Shoto
This is why Touya is so messed up. Endeavor instilled his own sick obsession into his son then when a sibling with a better quirk came along, Touya was cast aside and expected to join the Failure-Sibings who Endeavor spent no time with and paid no attention to because they had no value to him.

The only positive to this is that All For One can't exactly attack right now. Shigaraki is the only one who COULD steal OFA because of his hatred. But his body is currently healing so he can finish going from 75% to 100%. So in that sense, creating a bunch of chaos for the heroes to deal with while their numbers are already low will both make the search for them harder and buy the villains enough time for Shigaraki to be perfected by the time anyone has a chance to breathe and think about looking for them.
I think AFO is underestimating Tomura though. He's said time and time again that he ends up surpassing his expectations. Tomura isn't going to give up his body without a fight. Which could really come back to bite AFO later
I love how AFO calls Tomura "the next me" throughout the series, you could initially assume he means like the next big bad and his successor, but no. He means "you're actually about to become me." The fact that Shigaraki is AFO's real name and he gave it to Tomura is really twisted in retrospect.
Next episodes you will totally get how Touya feels, once you get the rest of the backstory everything clicks.
Well they killed Twice because the risk of trying to capture him and him unleashing his quirk is too much, with All for One All Might already subdued him so there was no risk in taking him in.
Like All for One said in the episode the only way to break into Tartarus was for basically two AFO's to work together from the inside and outside so there's no reason to logically think he could escape at the time either.
Also Twice was the most powerful character in the series by far, once he gains some momentum he can literally clone millions of Shigaraki's, Dabi's, Gigantomachia's and Nomu's.

The heroes aren’t supposed to be killing at all. It’s why Dabi used the footage of Hawks killing Twice as a shot against heroes. No one was supposed to know Hawks did that. All Might thought he killed All for One before he met Deku and he made sure the story never got out. Killing All for One would be up to getting and serving him death sentence or someone doing it in secret
You’re absolutely right in saying that Touya felt jealous and disenfranchised.
Shouto thinks they’re alike but they’re not. While they are similar in terms of their anger (and the source of it), Shouto grew up as both the prize and the most isolated/abused one in the family, while Touya was a daddy’s boy who felt abandoned once it became clear his quirk wouldn’t be safe to keep training. That said, it is a certain kind of awful to try to dissuade a kid by having other kids in the hope that they’ll be able to what their sibling couldn’t. But really, he had a close relationship with Enji that his quirk, Shouto’s birth, and Enji’s obsessions ruined.
AFO take All Might USSmash and still alive so i guest he is kinda immortal
It is heavily hinted that All for one survived getting everything above his mouth smashed into paste without any healing quirks so who even knows. Also the reason he hasn't been killed yet is because he has commited so many crimes that its taken a while to prosecute him. But then again as far as we know Muscular the guy who has admitted that his only motivation in life is to kill people hasn't gotten a death sentence. The only confirmed to get a death sentence is Moonfish because its hinted that he is a cannibal.
Tbh Tartarus kinda reminds me of Impel Down from one piece, especially the system of how they place prisoners
It is illegal to kill someone in japan even if they are a villain. It was never the plan to kill twice either but hawks did anyways with showed that hawks isnt really the morally best person and he is willing to not follow the rules for the sake of the hero society
All for One has info on the league. They kept him in the hopes they can get that info someday. They failed, obviously.
