I think the situation in the world of aot is the kind of situation that there is no way to put an end to without extreme violence. Concisely, the best way would be euthanasia. If the rumbling in small scale was carried out, the founding titan would still be passed on to someone and it would only be a matter of time before some power-hungry psycho decided that the age of royalty would return, and there we go with mind control.
