Super Animator : Toshiyuki Inoue (井上俊之)

Like Okiura, Iso and Hamasu, Inoue is also a Grandmaster of the movement, showing his incredible abilities to bring characters to life, giving beautiful scenes every time he works on a project, being called “The Perfect Animator” by Mamoru Oshii due to that he could make perfect sequences without the need to receive corrections from the Animation Director, being able to adapt to any style without problems and still making sequences incredibly well done.
Inoue seeks to reach the pinnacle of realism with his animation and we can say that he has achieved it a long time ago.
Although I appreciate Okiura, Iso, and Hamasu, I personally consider Inoue to be the best animator in Japan.

If you want to see Inoue at his best, then watch Magnetic Rose from the movie Memories.
Inoue designed the characters and was Animation Director, re-drawing about half of the movie from scratch.
Only Kouichi Arai and Hiroyuki Okiura received no corrections in their cuts (only the faces)

What is Sakuga?
Sakuga (作画) literally means drawing.
It is not something specific like “super spectacular animation”, but the term is used to define a well animated sequence and that’s it, good animation.
Animation is fundamentally movement, so a sequence with good movement is already good animation / sakuga, the effects and uses of cinematography are only added to the base.
