The poor loves the tenaments .. thats what i discover when i played this game . You should make like poor and rich district .. and people like to stay near their workplace
You should build fire station in Power district and build hospital and clinic in new resident district also a police station as well

You should be careful when spamming a single type building that much since many building affect your standing with factions. That's why your standing became so low with conservatives after spamming solar farms, since they dislike renewable energy sources like solar and wind
For the uranium, consider having a warehouse that stocks uranium, and you can then move your nuclear power plants in your power production area
