[ブリュッセル ７日 ロイター] – 欧州連合（ＥＵ）加盟国が国防費の定義拡大を検討していることが高官らの話で分かった。財政規律に反して過剰赤字手続き（ＥＤＰ）の対象とならない政府歳出の増加を可能とする内容だ。
背景には、ロシアのウクライナ戦争が４年目を迎えようとしていることや、トランプ米大統領がＥＵ加盟国の国防費を北大西洋条約機構（ＮＡＴＯ）加盟国の現在の目標である国内総生産（ＧＤＰ）比２％よりも大幅に積み増すよう圧力を強めていることがある。
ロイターが入手した今年のＥＵ議長国ポーランド作成の文書によると、戦車や航空機などの防衛装備品のみとする現在の国防費の解釈は範囲が狭すぎると主張。「安全保障上の課題を考慮すると、国防費増額を巡る解釈は広範囲であるべきだ。防衛力を構築するための武器や弾薬工場への資金支援も含まれるべきだ」と書かれている。
また、軍が使用するインフラへの投資に加え、住宅ビル内のシェルターの建設や民間の防衛対策費など民間と軍事の双方で使用されるインフラへの投資も、国防費の定義に含まれるべきだと述べている。
こうした新しい基準の下では、ＥＵ加盟国政府に対し、４―７年かけて徐々に公的債務を減少させるように計算された年間の純支出増加の道筋が設定されている。政府が毎年純支出をどれだけ増やせるかという計算から、国防費を除外することは政府に大きな財政余地を与えることになる。
